I'm not sure this is true. Rojo or any coach reading this would know. My understanding was that I entered into a contract with the university that they had to honor as long as I was compliant (i.e grades, attending practice, getting treatment, etc). And I recall it being next to impossible to get girls off the roster who hadn't run in years but continued to show up and get treatment everyday. There is no way 1000's of student-athletes are accepting scholarships each year that the university has no contractual liability to uphold.
