If you are top 3 or 4 in your event at your school then you are probably varsity. You might also have to compete at districts.
My team is 3, with 1 alternate.
my team had no limit. A track team doesn't need to cap its team size. Of course not all runners would go to the travel meets, but all were welcome to join the team and run at local meets.

In many areas of the US at the HS level Varsity is not well defined and really is hierarchy on your team.
My school was tough you had to score a point in the league champs meet to get a major letter.
You could run on the varsity relay team but not be awarded a major letter because freekin' Timmy Shoemocher started and left the freekin' baton sitting on the starting line.
