In my limited personal experience--India
My very white friend just got back from Burundi and Rwanda and said his running caused quite the stir there, even at 5am.
Basically any developing country. As Americans we often don't realize how hard people across the planet work for survival--running is a luxury that we are blessed to enjoy.
Comptown (CA) (like the rappers?) .. especially a skinny white dude.

And unfortunately most Americans don't realize how hard Westerners have worked so that their population doesn't have to work for survival on a daily basis and has the luxury to go for a run. That isn't a blessing, it's a result.

I have had a pack of stray dogs barking at me in Tunisia, another one running after me silently (creepy), another one licking my knee in the south of France (tasting the food before having a bite?), I have felt the teeth of a small dog on my ankle...
Who cares about what people think of you? It's the opinion of the dogs we should worry about.

How is Muslim country secular?
Received lots of looks and remarks when running the 3 mile loop around the city in Krakow, Poland. People were nice but it was very obvious that I was doing something that they don't normally see.
It's just hard to believe that everyone in the World hasn't apparently heard of the concept of running(for whatever reason). It's something that every able bodied person has to have done at some point in their lives.
RAF Menwith Hill was the weirdest place I've ever ran. Look it up, you can probably see why.

Dogs can sense fear and indecision. You need to run with a purpose. I once ran right through a group of 15 feral/stray dogs during a run in Chiapas (Mexico) and they ignored me.
At the park I run at. Just take your shirt off, run and watch the gays looking like starving wild animals staring at a piece of raw meat.

I have run in maybe 20-30 countries, and ironically some runs in Kenya were the times when I got the most attention.
The specific context is more important than the country here, and believe me when I say that a white dude jogging anywhere near downtown Nairobi is going to get some looks.
In Vatican city on Sunday, anywhere conservative if you're wearing short shorts and no shirt, anywhere where you are in 3.5% or less of the country in terms of race.
I have received a lot of comments or curious looks in the following locations
1) Inner city Philadelphia, 1999-2000
2) The trails up to Half Dome and Glacier Point in Yosemite
3) Arizona when it was 103 degrees out
4) Prison (I never experienced this, but I can imagine)
5) Cambodia
6) 98th Street in Oakland

I can guarantee that if you went for a run in that attire you'd receive FAR more harassment from "youths" in urban areas than you ever would in a conservative part of the country.
If you lined up every LR poster and had somebody jog by at 12 minute pace, that person would receive the most hate filled and judging stares ever conceived. Insults would surely ensue.
