How many weeks of base training should I have before I add speed work and hills? Junior highschool boy run about 35 mpw plus some cycling.

Depends on your running background. What types of past times have you had an do you hope to reach?
You can start doing hills and speed work immediately IF you're aptly handling 35mpw but watch the volume of said workouts. I'd begin including one day of either hills or speed work per week until you can run a 20 minute tempo at sub 6:25 pace. Also keep in mind that summer is the best time to go big on voluminous running. If you're doing 35mpw now I'd suggest you keep pounding distance over speed work to ensure that you're aerobically fit once season comes around.
The above is, atleast, what I plan to do/have done this summer. I'm more of a speed guy and so am trying to get aerobically fit but you may be the opposite, in which case you should probably disregard what I've said.

Essentially, run often, as much as you can. Do something to keep your turnover.
