Obviously it makes a difference, or they wouldn't make "half sizes".

Try an 8.5, then try a 9. Then you'll know if it makes a difference.

Obviously it doesn't make much difference, as most shoes don't come in half sizes above 12. For running shoes, doesn't seem to matter much, although on occasion with dress shoes it can be a problem (I'm over half a size larger in my left foot, so I'm kinda screwed anyway).
Two pair of socks will take care of that. You should be wearing two pair anyway. Great blister preventer.

A bit off topic, but you should add an 's' to denote a plural for most nouns in English. "Pair" happens to be one of those nouns.

Wow you must have the most sensitive feet in the world.
The main goal is to have your arch centered over the corresponding part of the shoe. To do this the specific size will vary from shoe to shoe and brand to brand. That's been my experience.

I've found that a thin coat of congealed duck fat does the trick as well.
It's better to be a half size too big than too small.
It does make a difference. One problem is that sometimes one foot is a half size larger than the other. Size to your larger foot.
If you run in a shoe that's too small, as your foot slides forwards on downhills you can jam your toes causing black toe nails.

This is of course horsecrap. I run in 12 1/2s, and have NEVER had any trouble finding that size in any reputable running shoe company's product.
OP, half sizes make a ton of difference for most people. There's no way that any runner I know would be able to deal with being a half size off.
Don't take shortcuts with your shoes. Choose your shoe wisely, with help from a professional, and wear the correct size.
