I once saw a survey of people's training plans that generated boston qualifiers. The training plans varied a little, but the common theme was mileage. No once was BQ'ing off of less than an average of 50 mpw. And runners who did more mileage had faster times.
You may be able to do 3 hours off of 55 mpw, but then you throw your fate into if everything comes together on race day, if weather is ideal, if you face a minor injury and need to take a week or two off, if you don't have to take some time off of training due to travel/work/whatever. Aim a bit high at 70 mpw and you can afford to have a few setbacks if they occur. And they will probably occur.
