Answer, like always: It depends. Time and place for everything, but we know nothing of the athlete or athletes in question.
More than likely fartlek with very hard short accelerations being used and keeping lactate levels low would do the trick just fine. You don't need to do flying 30s, flying 6-10s is plenty of time to hit top speed.
