It is definitely possible. Rupp ran 13:27; he wasn't doing too much more than 40.

Exactly. You don't need big mileage, unless you're running a long race. Talent, along with a fast easy pace, is enough to run a fast 5,000m.
Rupp is so talented he was the 2nd best 10k runner in the world in 2012, take his time with a grain of salt.

No one asked how plausible this was; the question was about the possibility.
didn't oshkosh have a kid named matt thull who did that back in about 97 or so? i remember reading a story about him where he just cross trained all the time and ran around 14:24 ... there are enough WI people on this site...can anyone confirm...wasn't he a real low mileage guy?
A better question is what kind of mileage do the 14:20 letsrunners do. None of my sub 14:20 teammates ever ran that little.
Ryan McKenzie could do that.
Legend was that Glenn Morgan ran about 40 mpw at UTK in the early 1990s, when Todd Williams was there. He was sub-14:00.
