This is an excellent answer and I would be happy to get on board with this solution...except for the fact that another, even better solution was proposed in another thread some time back. Make the track vertical - a giant hamster wheel. As explained in that previous thread there would be no inside lane, any advantage from drafting would be eliminated, finishing tactics would be incredible and the races would be awesome.
So, my vote is for the hamster wheel guy.
