You can't sprint full out every day. Your body simply can't recover fast enough between workouts. Most programs have hard days (low volume, high intensity) mixed in with easier days (higher volume, less intensity). I haven't looked at the program linked above and I don't know who wrote it but if you look at programs from coaches like Clyde Hart you see a lot of workouts like 8x200m at 28 seconds for someone like Jeremy Wariner, that is clearly a pretty easy workout for a 44 second 400m runner even with short rests between each interval. Most sprinters will only go 90%+ of their top speed 2-3 times a week, the rest of the days are filled with tempo and recovery workouts at a much lower intensity. It's really not any different than distance runners doing hard intervals a couple of times a week and filling the days between with easier long runs to keep their mileage up. I don't see anyone on here recommending that 1500m runners do hard intervals on the track every day.
The weight lifting programs I've seen most certainly do not go heavy every day. If you read up on the Westside program for example, they only go heavy one day a week, they do a speed day one day a week (lighter weight with a focus on max power), the rest of the days are filled with lighter, higher volume workouts like pulling sleds for distance, farmers walks etc. Sounds awfully familiar...

Brah, recovery is totally not xfit. You are not doing it right if you allow yourself to recover and not get injured.
In short, they don't. The general trend in sprint training at the college and elite levels includes a ton of superfluous (useless) work that is either too low in intensity to require revovery or too high in volume and frequency to allow for it. The ones that survive the training are genetically superior.
