They believe in what the applicants' potential bosses tell them. Assuming there's a position to fill, if a supervisor wants to get them hired, HR will probably like and hire them.

Correct, hr doesn't hire anyone outside their department, hiring managers do the hiring.
I'm not in HR, but I oversee the hiring process for a branch at my company. If we are not hiring for a technical position, it really doesn't matter what undergraduate degree someone has. For what it's worth, some of the most impressive interview candidates come with history degrees. But a business degree is fine. I avoid philosophy degrees like the plague. They might be able to think outside the box, but they are some of the laziest workers.
