Going from 30 mpw to 70 mpw, along with some weight loss is pretty much exactly what got me from 18:46 to sub 16. It took me 3 years to do it though.
I'm not the most durable runner, so I always had to be careful with increasing mileage too aggressively. I'm also in my 30s so you'll probably be able to ramp up faster than I did.
