Check out UCSB. Good academics, good running environment, proven coach, good weather. Ryan Martin came out of there.

No no, I apologize, I didn't mean to offend you.
What are you interested in studying? UCSB is solid in engineering and the biological sciences, and the College of Creative Studies is on par with most top-tier schools in the country. It's like a graduate program wrapped into an undergraduate degree.
It is too late to apply for UCSB this year, and I have already been accepted at UCSD.
UCSD is a great school. The engineering and computer science programs are top notch. The campus is great. Track is great. Trails and beach within a short pavement run from campus, or a short 5-10 mile drive for long all trial runs. There's also lots of grass at Mission Bay and Balboa Park for good running. These are 7-10 miles away.
While I have no inside dope on the program, I seriously doubt it is very good. It might be fine for a 400/800 type if you are self motivated and more interested in School than in running. It's NOT a party school. Students are serious, and athletics is seen as a way to enrich your academic experience. Not the other way around.
As a 1:52 runner, you will have lots of opportunity to win, or at least compete to win races. There should also be a few opportunities to get in with higher level competition. Especially, if you improve down to the 1:47-1:48 level.
It's also hard to beat the weather in San Diego and UCSD is right on the coast. It's nice year round. There's no smog and lots of sun compared to most of Europe (unless you are from Spain, or southern France/Italy).
It short, if you are just looking for a great program for running, look elsewhere (in California, UCSB, Cal Poly SLO [though Conover is a distance coach, not a middle distance coach at SLO]). If you are wondering if SD, and UCSD, are good places to run, then the answer is yes
Thanks. You clarified it a lot.
I don't know anything about the running program. I do know the school is good in the engineering and sciences. I've spent a lot of time around the school and area though for work. The area is great for running, lots if trails and just great weather. One plus for UCSD that I see is it may be the highest concentration of attractive women I've ever seen, and considering the school is of pretty good quality I'd guess they weren't idiots either.
