No, he did not; the one sample that gave a possible positive was an invalid sample and could not have been used in the first place. The reason is that the sample was not kept cool and was kept in that condition for 72 hours. WADA has problems because they are not always able to keep a sample in a continually cool environment for 36 hours. Given that this has almost completely stymied WADA etc. then you can see why 72 hours (in an non-secure environment, I think) without cooling provides essentially nothing of any informational content as to doping. Bringing it up repeatedly without bothering to read the extensive documentation that is available on the net if you look (including a long explanation by one of the top anti-doping experts) indicates that you are either unwilling or unable to actually understand the whole testing process -- thus you have absolutely nothing to offer of any content.

The A sample was positive. The mishandling was with the B sample. He got off on a technicality.
While I have long been a defender of Lagat's "positive" and the explanation you just gave it is worth noting that with epo testing the key has always been to have the b sample tested as long as possible after the test as it will have essentially deteriorated as such and no longer provide a positive. Athletes delay the actual testing until their window reaches the deadline and then have it tested and voila they are exonerated.
Again not saying this was the case or not for Lagat but he did wait as long as possible to have the b sample tested. Testing has also supposedly become more advanced but it is true many believe this is what happened in several postive A's that produced negative B samples including Marion Jones.
