Is England the most culturally boring country in modern times?

I just can't bring myself to be interested in your premise at all. It just seems so inane.

IMO, the culture of modern England/UK/Britain/WhateverItIs is quite boring, but their history is quite interesting (to me, at least)

The monarchy is as of now lame but the history of royalty throughout the British Isles is quite interesting.

Scenic country once you get outside the dumpy, immigrant-infested major cities. Castles & coastline, rolling hills. Scotland/Wales are nice to visit, as well as London for the major attractions.

To summarize modern British culture: remember the opening ceremony of the Olympic games this past summer, an opportunity for the UK to showcase its great culture to billions across the world? Yeah they showed a lame segment featuring that gey Mr. Bean or whoever tf that is. Way to reinforce stereotypes of your own people and culture.

Music is pretty cool there

neither in art, nor music, nor film, nor literature is modern brit culture boring in any way. what you refer to is boring.

If by "boring" you mean stable and a with a functioning govt, then yes.

Sure, it does not have the “excitement” of Afghanistan or the AIDS Pandemic of sub Saharan Africa, nor the riots of Egypt and the free willing spending of Greece, but some (perhaps a few) appreciate when a country is just a little boring.

As the saying goes, “may you live in exciting times.”

And as an aside, perhaps outside of maybe ancient Greece and Rome, I think no country has contributed more to global culture than Great Britain. English has become the lingua Franca of the world. England’s system of justice – the common law system – is applicable in most ever functioning free nation in the world, outside of the continent.

I'm with you. I went to London/Cardiff for work, and I couldn't wait to get home. To each their own of course, but I have no interest in ever going back.
