Well, it is costly to always returning all of the equipment to storage -- think high jump and pole vault pits and standards. Also, there are hurdles and other things that are valuable, fragile in some ways, and could be viewed as an attractive nuisance. Also, there is often a grass infield that might be the school's soccer stadium that they do not want people on.
I suspect that school tracks are actually locked up more often in the summer and the winter than in the fall, and especially in the spring.
Vanderbilt used to allow public use, but they would block lanes 1 & 2. Then they got the track resurfaced and closed it to public access.
The best track in the country, Franklin Field, is open to the public for a good amount of time each day during the week.
University of Oregon's Hayward Field is open outside of practice times.
