To answer the OPs question, it's definitely possible. All you have to do is not tolerate it and self police it. If someone drinks, they don't run. You'll find out quick who cares about running.

My team and a lot of others I heard of had a dry season. About a month before nationals the team would stop drinking. I have only heard about one time when somebody on a team with a dry season drank—mostly people just didn't drink. The main purpose was to have some sort of simple shared sacrifice among the team to build solidarity rather than to make our running better though.
