They are not the same relative to height, it is still fairly low for the women. If you watch a men's race, most of them are barely over the hurdle if not scraping it while most women have several inches between them and the hurdle. The hurdle is 9 inches shorter. And the average women's legs are not 9 inches shorter than a Mans. (Statistically in the United States the average man is 5 inches taller than a woman, and not all of that is in their legs, so lets say on average a mans legs are 3 inches longer than a woman's)
But Men run 110 and women 100, Because men are faster none the less even with the taller hurdle they will have a longer stride length so to fit in 10 hurdles they need a longer race.
