So I've run out my eligibility but I still want to run some xc races in the fall. I've looked at the entry for some races and they all just say $100 per team and no options for individual entries. Do I just email the meet director or what?

Yeah, if you don't see it listed there, although 99% of entry forms have a price per athlete.
Most college races will let you run (I'm a masters runner and I race college meets often). Some Div 1 ones won't, but there are many that are open to individuals. Check directathletics.com which lets you search for meets open to individuals and by state. You can also check with the meet director/coach. It's usually pretty cheap to enter ($10) - much cheaper than a road race.
Yeah, just email the meet director and he will probably let you in. A lot of meets will even have a separate price stated for individuals. I have ran unattached a couple times when there was a stated entry fee and the guys were cool and just waived it and I'm not even fast. I think a lot of people understand that cross country is unique and will encourage participation by post-collegiates.
