Yes but only on the downhill wind aided course. Rotterdam is the fastest legal course of the world and he improved on his Chicago "real" PR. Which is impressive.
Having done the math on the race and wind last year, I would rate the performance as a 2:04, and not even 2:04-high.
Anyone who really thinks Boston is a fast course because it is downhill is free to demonstrate that such is the case; most of the evidence indicates that it is not.
