Manny Rodrigues is the guy I contacted. He now knows who this cat is and what he's done. He even came to Ottawa once before and dropped out. Anyway, it's their race--let them handle it as they wish. I'm sure you wont see Mr. Franklin showing up in the results with an elite type time.
Manny is a pretty sharp student of the sport and doesn't give money away to invited athletes unless he can verify performances. I sincerely doubt that he is giving Martin Franklin anything up front. He is probably on here reading this, in fact.
To the guy who wants to bike along the course, no problem, there is bike path right beside the road for the majority of the race. I rode about half of it last year cheering the leaders on, with my kids in the trailer. It is the best course anywhere for this type of thing.
If anyone happens to be in town, the Ottawa Lions track club will have two cheering sections. One by the Marriot downtown and another by the track at Hogsback Falls @ 30k.
