That ranking is meaningless.
They're both great runners and both had great seasons. It's just dumb trying to come up with reasons why one is better than the other when they are so close in ability. The OP is assuming that something had to happen for Uceny to lose, but really any of the top few runners in the 5th Ave. Mile were capable of winning on the right day.
One thought about the road mile, however, is that Uceny is an 800m runner who has moved up to 1500m while Simpson is a 3000mSC and 5000m runner who moved down this year. That might give a slight edge to Simpson in the mile. This is probably way down on the list of factors going into who won the 5th Ave. Mile, but something to think about.
