They are not the best but I learned from experience:
Cameron Highlands , Malaysia - (+ -)2250 feet (not too high and not too low, nice for beginners). I went there only twice, its nice place but too f*cking boring, it's isolated from the rest of the cities. No malls, no nothing. air 3-5%polluted. cool weather. 15celcius min.
Genting Highlands Awana, Malaysia - (+ -)3000 feet (world runner's standard but I found most of the trails are not usable as the hill climbs are so killing that you had to walk. air is 15-25% polluted. less cool. 18celcius min
Bogor, West Java, Indonesia - (+ -)4300 feet, the best place, best spice foods, best price after china, but certainly food is f*cking cheap; hard to find good shoes, but air 20% polluted I may say. You can survive with 2-3U$ in this place per day.
