I think in bb, the winners of the conferences (D1) get into the big dance.
For track, no. When they had the regional system for outdoors, winning your conference would get you a spot at the regional meet, but now, nothing.
Indoors never had anything like that.
One of the proposals for Outdoors calls for the top, say, 8 conference champs that are NOT otherwise in the top X (e.g., top 24).
However, this expected approach was not used for 2011 with the 2-Region qualifier used for a second year (after five or so years of 4-region qualifiers).
