The problem with all of this is that there are so many minor, worthless rules that no coach could ever keep them straight. Hell, conferences and the NCAA itself can't even keep rules straight.
I've lost track of how many times our compliance officer interprets a rule one way and then I talk to a fellow coach at another school and his compliance office has a different interpretation. So who's right? Well then you call the Conference Commissioner and he gives a different interpretation and so does the Commissioner in another conference. So the next step is to call the NCAA. You can make two calls and get two different people at the NCAA who give you two different, conflicting interpretations. It's ridiculous.
High school track organizations are not much different. Not only are there more rules (and interpretations of those same rules) than anyone can keep straight, they keep changing them every year on top of it all. So just when you finally get a consensus on a rule or learn a rule, they change it the next year. It's absolutely amazing.
I wouldn't be surprised at all if the rule when Webb was in high school is different now. And good luck getting a straight answer on what was/is allowed and how much of it was/is allowed. Opinions and interpretations will vary widely, as demonstrated in this thread.
