he also had injuries early on which kept him out of '93 wc
he was already a 27'18 guy in '93 with barely more than 1y of serious training
over-racing in '94/'95 didn't help his development or allow him to "peak"

Moroccans and Ethiopians were sorry for them, too. But everything has its limits. Thus we patiently waited until 1995 - and then everything broke loose.

Look up the story of Lagat and his EPO case. He was not left off because of a false positive. He was let go with the details remaining private. When his lawyer said that Lagat should be publicly exonerated by the IAAF in order to help him clear his name to get endorsements, the IAAF told him basically to shut up or they would reveal what really happened.
