I can't think of one right in downtown, but Grady High School, a little further north in midtown (right across the street from Piedmont Park on 10th St.) has a track. Not sure if it is open all the time, I see people running on it (non HS kids), but have never personally gone over there to run. You could maybe also try the track at Ga. Tech, as long as it's not a practice, I would think you could get on there and run. Both of these would be a nice warm up run from Courtland.
I'm pretty sure that GA Tech's track is closed to the public....ie...locks on the gates...
Georgia Tech's track is (or at least was a couple years ago) open during the day if not being used by the team. I used to do workouts there around 10 - noon. If my memory server me correctly they had a sign saying only GT students/staff/faculty could use the track, I was a student at the time (not on the track or xc team) and brought my Tech id but was never questioned. Usually I was the only person there. They had the "open" hours posted on the gate.

Is the Olympic warm up track still around or have the locals destroyed it?
Why not run the path that connects downtown to Stone Mountain? Cannot think of the name of it, but it parallels (at least for a bit) the Freedom Parkway.

I assume when you say "locals", you mean black people?
The warm up track is still there and there is not a damn thing wrong with it. You will find youth teams, pros, and many others there on a regular basis.

The track on top of the building is part of the Georgia Pacific gym. It's not on top of the GP building itself (which is around 50 stories high), but the attached parking garage behind the building (around 8 stories). The gym is open to non-GP employees. I didn't work there and was a member. The track is pretty small, around 160 meters. Between that and the huge wind from being on top of a building, it isn't a great place to run. You can see the Olympic torch from the track, though, so very inspiring.
As someone else said, the Georgia Tech track is closed to the public and locked.
Some of the other tracks mentioned aren't in areas I would feel comfortable going to by myself, especially because I train at night. The Grady High track -- next to Piedmont Park on 10th St. -- should be fine. They shut it down for construction over the summer, but it should be back up by now.
