I think you might be referring to Terry Brahm, Heritage Hills HS. He won the NCAA 5k in 1986. The best HS mile I have for him is 4:12.27, set in 1981. Maybe your 4:11.3 is a 1600m, which is inferior to a 4:12.27 mile

Ed Delashmutt, Ft Madison HS, 4:07.3h, 1st at International Prep in 1976 (Anyone know where he ran in college?). I believe it was the Iowa State record for HS.
Josh Evans, Linn-Mar HS, has the Iowa state record now at 4:04.38, set in 2014
Before Delashmutt, the Iowa record was Jerome Howe, Treynor HS, He ran 4:09.6h in 1968
