A-Rod.
Phelps is a 23 year old kid. He's going to experiment to the same degree as any other 23 year old kid out there. Phelps didn't gain anything from smoking pot. A-Rod on the other hand engaged in something that is frowned upon by society as a whole, is NOT generally "experimented" with and reaped benefits from doing so (i.e. enhanced performance, money, fame, etc.).
My question for Phelps would be why he was so stupid as to get photographed smoking weed. When you're a professional athlete you've got to be smarter than that.
As far as which is worse, A-Rod by far. Weed isn't a performance enhancing drug (at least by most people's standards), while steroids are. A-Rod cheated, Phelps got high.

I think you've misinterpreted some of the responses to the original question. We're not saying that Phelps is morally more culpable than A-Rod. We're simply pointing out that Phelps "messed up more" by hurting his reputation (among the stupid people who associate fast swimming with good character) and, in effect, paying millions of dollars for a bong hit. A-Rod, on the other hand, probably paid a few thousand bucks for some drugs that added many millions of dollars to his net worth. Monetarily, A-Rod's drug use looks like a great investment. And while it may place a speed bump in his path to Cooperstown, it's hard to say that he was risking a stellar reputation.
Phelps didn't do anything that any other college student of his age has done. Pot is not a big deal in our culture today unless your a holy roller from the bible belt or mormon. And I don't really care about arod he gets paid to put on a performance for the fans and if he chooses to juice then let him. Roids doesn't make you a better player if you sucked to begin with it would only make you stronger it doesn't magically make your swing any better.
Definately Phelps. A-Rod still has years of a multimillion dollar contract to look forward to no matter what people think of him. Phelps has only one real paycheck and that's from endorsements.
