A lot of confusion surrounds this.
Looking at the laws of physics: total pressure is the sum of the partial pressures which make it up. the total atmospheric pressure is less at higher elevations because there is less volume in the column of air above. The atmosphere is pretty much just 72% nitrogen and 28% oxygen, no matter what atmospheric pressure you're at.
SO, at sea level this is like 0.28 atmospheres of oxygen. for arguments sake lets say that you're at such a whopping elevation that the Ptot is 0.5 atm. the partial pressure of oxygen is now 0.16 atm, and you're PR goes to crap.
if you're on a treadmill at elevation with supplemental oxygen at a higher concentration (say 50% instread of 28%) you increase the partial pressure of oxygen going into you're lungs, to (0.5*0.5 =)0.25 atm and the N2 content to the same. You're almost at what you were at sea level (0.28 atm).
So, it is correct that the % of O2 is constant at all elevations but it is also possible to mimic the effects of sea level by increasing the partial pressure of O2. the confusion comes from a misunderstanding between partial pressures and concetrations, which are the exact same thing when referring to gases.

I ran with Lukezic at Gtown and thought/think he's a nice guy.
He's been good since early in HS, and has continually improved through his college and professional years. I doubt he cares that a few people think of him here.
Lukezic has been in CO for a few weeks now, he's just there getting some altitude work in. He still lives in the Georgetown/DC area.
That's one way of saying it. Another is to say when the air is thin there isn't much oxygen to breathe. But when you breath compressed oxygen through a tube, you get plenty of oxygen.
I can't believe anyone is confused about this.

Yeah. people confuse partial pressure and concentration. I had a college physiology exam where like 90% of the class screwed it up.
