I know doin 8-10 short hills w/ full recovery is a good way to build leg strength and turnover but what's the point of doin a workout of 30x10-12secs up a hill(less than 50m) w/ about 45 sec recovery(jog/walk down)?

Well from my understanding this type of workout would be used to increase muscle recruitment as well as improving speed. However, it woudl usually be done with longer (2-3 minute)recovery to allow for full recovery and to prevent the buildup of lactic acid, which damages muscles and mitochondria.
