The internet is a lovely place full of lots of information. The NCAA even have their own website that explains things like this.
However long story short, you need a release from your current team if you want to talk to other coaches up front. I would say you should also try to work things out in your current situation as much as possible. It's a very big step to start over and a lot of times the grass looks greener on the other side of the fence. Then again I don't know what your exact situation is.
you need a release from your former school to talk to another school. The other school you wish to talk to would want to know your name. Its important to communicate with your former school on your concerns.
If your trying to communicate with other schools and not telling your former coaches about it, then they'll be more inclined to not give you a release anyways if you actually do decide to transfer. Don't try to work behind the scene without communicating and with your coach. Be honest.
