Are those actual laws? It does say Federal law at the top, but I can't imagine you could be prosecuted for wearing a pair of american flag running shorts.

never mind, I found it:
"The Flag Code is a codification of customs and rules established for the use of
certain civilians and civilian groups. No penalty or punishment is specified in the
Flag Code for display of the flag of the United States in a manner other than as
suggested. Cases which have construed the former 36 U.S.C. § 17521 have concluded
that the Flag Code does not proscribe conduct, but is merely declaratory and
advisory."
Key word: "should."
If it were something enforceable, it would use phrases like, "will be", "will not be" and list penalities for infractions.
It's a guideline. Like Pete Venkman's rule...er guidline never to get involved with a possessed client.
