I understand your frustration, but this is the wrong way. I've yelled at dog owners when their dog ran up barking at me while running. At the same time, I take my dog and let her run free at a soccer field when no one is there. As soon as I see other people or another dog, she's back on the leash. She's very well trained, so she comes to me as soon as I say her name or whistle. Something could still happen though, but she's a tail wagger and not a barker or a biter. Most dog owners are insane about the rights of their dogs (not me). You kick or injure or kill their dog, and you might be in for a law suit. You kick or injure or kill my dog because I let her off the leash and you felt threatened (after all you don't know her) and I would apologize to you and tell you that I understand why you did that.
Some dog runs up to me and tries to bite me, and I'll kick it to the moon. Would wait until it got to that point first though.
