I call BS, unless you're counting windchill into that (even then, there's a good chance this is little more than all the people who claim to run in "90 and 90% humidity" when that kind of weather has never occurred anywhere in the US.) Though a windchill of -40 is still damn tough weather.
To be honest, I only wear trousers when it gets below minus 60, the rest of the time I stick to shorts. I put my balaclava on at minus 70 though.
I have lived in Northern California and Southwestern Ontario. I just moved to Canada again, this time for good. Having run in both environments I will say that I think running in the Canadian winters is not that much harder than running in summers in the central valley.
It is just a matter of knowing how to dress for the winter weather. Layers are the key. I think that people also tend to forget hydration in the winter a little bit. On the whole it is a different beast than managing 100 F + in the central valley in the summer. Basically, in the summer I just run at 4 or 5 am in California.
My personal record is a run while visiting Quebec. -40 C. My buggers froze.
Windbriefs are your friend. I wear them a great deal in the winter. You can find a good pair at a ski shop or other winter outdoor store. I learned the hard way during my first canadian winter that you have to keep your genitals warm.
take the day off.
run on a treadmill.
-10 windchill isn't too bad. Just add more layers. I once ran in -30 windchill...had to use a face mask.

I once ran in -200 windchill, luckily I decided to go with the long sleeve shirt and gloves that day. Now I pay a hundred billion dollars to live in the middle of the Sahara! 95 and sunny! I decided to go with a t-shirt instead of no shirt today because I drive the local nomads crazy when they come to these parts.
Geeze wat is the big deal. WIND CHILL is way different then actual.
Get out and run...as said, face mask, maybe some vaseline on the nose and cheeks.
I am from MI and now live in Indiana, it is not a big deal. More times then not I have over dressed and end up getting too warm and removing layers.
Maybe plan your route to have the wind at ur back on the last half of the run. Avoid getting too warm and sweating when the wind is at your back. If you turn around and the wind is in your face when you are sweaty it is not good so avoid that.
well you keep telling yourself that, except in san francisco, berkeley it hardly EVER gets above 90 degrees let alone 100i think in the 7 years i lived in san francisco it hit 100 once (i think it was that hot) - it didn't feel hot either as there was a breeze coming in off the oceanafter having grown up in east coast, then lived in san francisco now having to return to east coast for the few years i don't think people grasp how damn nice the weather can be in some placesas in east coast/middle of the country have it the worst on both ends - way too hot and humid in summer and way too cold in wintereven moisture, people associate sf with rain - bull look at annual rain fall figures... it basically doesn't rain from march until october/november
