Here's my proposal: Have all men's and women's XC races on the same day at the same venue. and have d-3 run a 10k for the men and not an 8k at the regional and national champs.
that way, true comparisons can be made on that course as to who is better and how teams would fare against top competition. for example: chico state vs. cal poly.
Given that one race (e.g. last year's first race at the DIII meet) can chew up a course pretty well, why go for six races?
Also, what exactly is *gained* from being able to compare DI, DII, and DIII performances on the same course/same day? (Ignoring the different times of day and different course/weather conditions that would affect the various races.) Do the DI coaches want to highlight how many DII runners could beat their guys? Unlikely. Do the DIII coaches need their teams' efforts belittled? Hardly--DIII is enough of an afterthought as it is.
At most venues, the logistics of hotels/airports/rental vehicles (for all three divisions at the same time) would be a nightmare--or flat impossible. So rather than move the meet around, there would likely be only one site (or very few) available. The NCAA doesn't go for that either.
