I'm coming off of a 5 month forced break from running and am just now starting up again. I was active biking, pool running, and walking during this period, but I didn't run at all. How long will it take me to be able to race decently again?

are at the beginning of a very great jump in your running ability. In the next 3-5 weeks you will run faster and with more stamina than you have ever run in the past. Forced injuries cause not only the injury to heal, they repair and prepair your body for a much faster delivery.
Start easy for two or three days to make sure you are healed. Then RIP a workout like you have never ripped before. Test the new limits your body has lifted for you. Run easy for two days and then rip workouts for two days in a row. I mean, truely test your limits! There is a NEW YOU waiting to be discovered!
