Ease into your goal pace and then stay on it.

I would think that you would want to wait until at least mile 18 to make any decisions. At mile 18, you should have a pretty good idea of how your day is going. If you're feeling great then, gradually start your push home. If not....try to stay the course as long as possible.
The biggest adavantage that you can give yourself is to start fueling & hydrating early in the race.
I would agree with Doug E. Do not let yourself pick it up until after 18 miles, possibly 20. My experience is that it is really easy to feel great between 13 and 16, pick it up, and then pay for it from 22 on. You get to 13, you are feeling warmed-up, strong, and ready to roll, you think "I'm over halfway - this is great!" and then bam!
If you really are having a good day, it won't hurt you to be conservative. I just try to view that last 10k as a race.
Gotta agree with the others. Unless you're a grizzled veteran, I wouldn't recommend trying any pace increases until at least mile 20.
It depends on how you train.
If you do your long runs with up to 15 miles at hard pace at the end you may be able to do a first hour easy and then pick up it for the last 1:45.
