Definitely. Impingement can cause distal irritation in the form of tendinosis-like symptoms, plantar fasciitis (which I had for a year due to sciatic impingement), etc.. If the symptoms resist other forms of therapy, focus on the sciatic/piriformis possibilities (deep-tissue massage can help immensely with this).
One likely indicator is that the tendon itself is not particularly tender, despite pain associated adjacent to it.

Yes, the tension in your lower back and your achiles tendonitis are more than likely to be related.
Chances are, the answer is "maybe", but you are very close. The thing that is causing your sciatic nerve problem is likely also the cause of your Achilles problems.
Work on glute and hip flexibility, later work on glute strength and core strength. Sometimes when some muscle groups are weak or functionally weak - other muscles get called in to do work that they shouldn't be doing. Anyhow, work on stretching your hips and glutes.

#1 Pirifirmis and External rotator stretching is probably the best.
If you can afford it, go see a massage therapist who can inflict some pain - not one of those girly day spa type massage therapists. You want someone named Olga or some burly guy who could snap you like a dry twig. Once you get things broken up you should be able to do maintenance stretching that will keep you out of trouble.
