Road cycling at this level is a team sport and teams participate in events such as the Tour de France essentially by qualifying or by invitation of the race committee, that is, it is not an "open event". To ride in the event, one must be a member of one of the top teams.
So in other words, nobody has a 'right' to ride these events, therefore any organizer who wishes not to taint his race is free to keep those with undesirable reputations out of his event.

Not exactly true. The teams "voluntarily" withdrew these riders as the new pro tour has an ethics clause and they feared if they allowed them to compete and these riders were charged/convicted in OP, the teams would be sanctioned or even banned.
