This is the correct decision. He lost it because he received compensation. Today, almost all college athletes are getting some sort of compensation. Many are being paid more than professional athletes in their respective sports.
I believe the same should be done with Mary Cain's 4:24.11 for the mile she set as a senior. It is the true high school national record.

Funny enough a coworker and I were talking NFL draft this morning and we ended up reminiscing about that 2005 college football season, one of the best we can recall.
This is the right decision but kind of surprising, usually organizations and leaders enforce the whole "you did the right thing but at the wrong time" (or sometimes in other contexts, "you had the right opinion too early") thing pretty harshly. Good on the Heisman Trust for admitting everyone did what Bush did and that the fact it essentially became officially sanctioned shortly after his time means they ought to just give him his award back.
The Heisman can do what they want, but it is a strange move. Reinstating an award for someone who broke the rules enforced at the time?
