Actually, if you read through Wada's rules they changed their wording many years ago to include prohibited methods and drug formulations that we presently are unaware of ie the Balco designer steroids or the Latvian made fat loss drugs that Sharapova was caught taking. They make it explicitly clear that if you are doping on something that they are currently unable to detect, once they detect it you will be banned.
The women have the tougher 1500/5000 double this Olympic cycle:
Aug 3: 5000m - Round 1
Aug 4: 1500m - Round 1
Aug 6: 5000m - Final
Aug 7: 1500m - Heats
Aug 8: 1500m - Semi
Aug 10: 1500m - Final

The 1500 was first in Budapest so she had nothing to lose by running the 5000. In Paris if she runs the 5000 she will have to race at least some of the Ethiopians on tired legs while they are more fresh. And her loss to Wetelji and Hailu in Riga is probably still fresh in her mind

You have to be taking it while it is banned. An example is meldonium. The tennis player Sharapova was taking it while it was legal but she continued when it was placed on the prohibited list. So she was banned. You can't be retrospectively banned for something that was legal while you were taking it.
