How do I find people to do a 4 by 400 relay with at a college open track meet?
You don't necessarily need to find three other guys. When I was in college my coach told me about a distance medley relay that his team ran once. They really only had two guys that needed an event by the time the DMR came around, so those guys ran the first two legs. Coach had already run his event so they put him in and had him fake an injury on the second lap. If you don't get enough guys you can try that.
you join a club (this is where most "college meet relay but not college team" relay units come from), find 3 friends, or you run the open quarter.
bear in mind i would expect organizers to be less lenient of relay applicants. they can't just throw you in a slow heat and collect your check. there are uniform expectations that are usually enforced stricter for relays. nor do they want circus clowns messing up the climax. so i would expect more questions than your normal person asking to run unattached in a college meet in, say, the shot put or 200m.
last point, i don't know if you're graduated or in college, but wanting to be on a relay when you don't have companions kind of screams "i want to be on a team someplace." transfer and run. or join the team if you go to a D3. lot of D3s, particularly in indoor, will run B and C teams to test people or give them their taste.
