let’s be honest - that men’s race sucked and would’ve been better with the A teams from schools that didn’t qualify

Why?
To achieve what?
It’s like if instead of scratches from individual events, teams could sub in whoever they wanted into a qualifying spot
Those quartets didn’t qualify. The 13th best A-team should get a chance to do their best and compete instead of having a bunch of B-teams from schools that are just sitting pretty on their qualifier but don’t actually want to have their top guys try to win the race
I noticed that Virginia Tech ran the same team even though their 1200 and 400 legs had both just run prelims in the 800 and 400 and had both qualified for the finals the next day.
No.
No that's a horrible idea, it is impossible. What if there are injuries? What if someone is sick?
The NCAA's rule isn't the problem, the problem is with the coaches being dumb. Top milers used to opt out of the mile to run the DMR fresh. Nuguse did twice and he turned out great.
Though if they combined the women and men instead of running at separate times (for example the women's 5k would immediately follow the men's 5k) then it would give more recovery time and we'd see more doubling back to run the DMR.
No it isn't. It is like making Purdue use their same starting 5 in the NCAA tournament that they used during the regular season to qualify.
