unless I am missing something the DQ was not for celebrating. It was for entering another lane while the race is in progress. I have no idea if that is an auto call or not.
The entire team should have made the rest of the competition a mockery by refusing to leave the pool. Dunking. Running. Pushing. All good fun would get the point across.
You aren't supposed to sit on the lane lines. What if they break and the rest of the meet has to get delayed to repair them? This is an easy DQ.
Also by switching lanes while others are still racing he messes with the current of the water. That can affect other racers still competing for time/place.
It seems mild compared to track celebrations but this is a DQ 10 times out of 10 in swimming.
The 6 time olympic gold medalist who was the analyst said "get on that lane line son you earned it". Doesn't seem like a basic rule if its being celebrated by one of the greatest american swimmers. The only lane he would have messed with is the lane he fell into, who was a) already finished and b) his teammate.

The race was not over. Competitors were still swimming. This is like standing in lane 2 on the race side of the finish line and celebrating when the race is still happening.
It is a DQ by the rules but there should be a "spirit of competition" type of waiver for these things. No one wants this guy DQed. I bet UNC, UVA, WFU, and Duke would/should all protest this DQ.

Actually, it's like running in lane 4 of the 400 and then celebrating at the finish line in lane 3 after the athlete in that lane had already finished.

Oddly, as far as I know in FINA/USA Swimming, going out of your lane is not actually a violation unless you impede or fail to finish in your lane. At least that is what I recall from a past life judging swim meets.

Yes and to me this is a rule where you have to understand the nuance between the absolute written rule and the sentiment of it. Like for example, this is a long race by swimming standards - lets say the swimmers in lane 1 and 2 finish and the swimmer in lane 8 is 2-3 lengths behind them. The swimmer in lane 2 crosses over lane 1 to get out of the pool - is this worthy of a DQ? Technically they changed lanes during an "active" heat - even though it wasn't active for them or the swimmer whose lane they crossed over anymore.
This is where some common-sense just needs to be applied my god - this is just absurd to DQ him. I watched the clip of the "offense" and the only thing I said was "you have to be f-ing kidding me" - it's so innocuous it defies belief.
You know what would have been the right thing to do - after the race go have a word with the kids coach or the team manager etc and just say "hey can we not do this sort of stuff from now on in or we might start having issues". Done, no drama - fine.
But instead we all know exactly what this is - some Napoleon-like "glory-days" swimmer from the 70's who is the meet referee wants to be the star of the show and crack down on the "antics of these kids and we need to make an example" and just has to manufacture drama in order to be the center of attention. Pathetic.
