Ok they aren’t wearing uniforms so we are pretending they aren’t running for their schools when they clearly are? Heck they have relays. It’s not unattached competition since everyone in the results has their school name listed in the results.

There is no official winter season in California. So everyone is running unattached regardless of what school name is or isn't listed in the results.
Please. You kids are killing us. LAUSD and CIF officials are dead tired by December. We're old guys you know. We need more young people to step in and take the lead. When your coaches get mad at us we just take it. our army days were 100 years ago. Most meets now just have 1 starter and 1 official. I get called to officiate 12 hr a day on weekends. I can't stay awake at my age yet i'm there always for you guys. I didn't grow up in L.A. so know and appreciate XC and T&F in L.A. has been an obessive fixture of So Cal for ages. You people from L.A. don't know that because you never lived away. So please please please allow us a winter break. Or have more of your moms and dads join our ranks.

So we just put "TC" next to the school name and pretend it's a club? Why doesn't CIF just step in and make it something official? Other states all have indoor.

Not true that all other states have it.
You need to first recruit 1,000 new officials. Once the word of a real Outdoor Winter Track season is out, 10,000 high schools and middle schools, and 2 million kids will sign up.
There are no indoor facilities in CA, and there are no good reasons to have indoor facilities in CA.
I can't think of anything worser than being in a cold podunk college town, stuck training in some field house. Gots to have sun, beach, warmth, and freedom to run anywhere in shorts and a T anytime of the morning, day, or night.
Winter Track and Field is very popular. Not everyone is California lives near the 200 mile long beach which has 200,000 runners per day, 2,000,000 on Summer holiday weekends.
