2 primary questions, 2 different scenarios:
Do runners in the transfer portal have to reach out to schools that would not give them scholarship money and what are the chances those schools would take the runner as a walk on? It seems like the portal is a place where runners get contacted by coaches who would like them to join and would likely be willing to fund their schooling, but could a good runner end up on a bigger, national level team but not on scholarship?
Also, for grad students looking to fund their way through college, can a school give you any money for a year that you are not competing for them? If a school really wanted you, could they offer to give you scholarship money to compete for them for a year but the scholarship money last for two years for a master's degree? Any info is appreciated.
I understand these are very different scenarios for different runners. If you have information about one and not the other, that is fine, anything is appreciated.
