Here in Europe we never do this but I see all the time so many skinny American high school and college runners and professionals on YouTube do their long runs without shirts? Why is this only an American thing to run around shirtless in public??
Americans believe in science.
The human body cools off through perspiration.
Perspiration doesn't work very well when your skin is covered up.
Because Americans are dumb enough to make and live in suburban sprawl with very little tree shade. It's not uncommon for the average American to live 30+ minutes away via car drive to the closest park. There's a reason why while every other developed country in the world that pedestrian and cyclist deaths keep decreasing and America keeps increasing. Plus it doesn't help that unlike Europe where modifications of a vehicle suspension is heavily regulated, Americans modify their trucks to the point of being so unsafe I see a news story everyday about a truck running over a kid.

Because Americans like their nipples titillated by the cool breeze while running, but Europeans are too prudish.

Europeans (especially nordic peoples) are slaves to social custom and hyperconformist (just step inside an ikea). I’ve never questioned running without a shirt on — if it feels more comfortable I do it.
Under what mindset would someone question it? Does anyone really care this much about what “other people” might think of them? The one valid reason against it that I’ve heard was when my friend put his shirt on as we got close to campus because his “girlfriend would be mad if a student saw him without a shirt on and thought he was hot”. This is an exception that proves the rule (being, running shirtless is the best).
My high school coach once got mildly angry because so many kids were wearing compression shorts that stuck out from under their split shorts. It’s basically the same thing - what purpose does it serve to do that? what is the effect of not wearing a shirt or long compression under your shorts? it’s nothing. People only do this because of idiotic social pressure.
Americans love skin cancer. Also, despite studies showing wicking tops provide better cooling they love bro science.
So your "scientific" contention is that humans were not meant to be in sunlight and that "studies" show that sweating into cloth on top of your skin provides more cooling than letting your skin itself sweat into the breeze. Because you're not a "bro"?

You consider that a valid reason to put a shirt on?

I'd say doing something to please the person your in a relationship is more valid than not doing something because of what strangers might think.
Studies also show that fabrics are a breading ground for bacteria and that wearing sweaty garments can be bad for your skin.
If you do not have a job where you work outside and are exposed to sun all day, running a without a shirt during the summer is really not that great a risk for skin cancer.

I'm pretty sure "metric system" is in an orange vest laying in the road blocking a highway by now. He probably thinks there are "studies" that show cars idling on a highway for 2 hours rather than driving for 20 minutes emit less CO2.
In Europe people freak out when it hits 90. The United States is further south, 90 degree temperatures are pretty common, 80 is very common. Generally people are going to run without their shirts if it's 75+, the alternative is sweat your @$$ off.
I just looked up London's average weather by month. The hottest month, July, the average high is 74... Ya no need to take your shirt of 99% of the year for you.

‘Wicking’ is no longer valid when the shirt is completely soaked in sweat. All it’s doing at that point is weighing me down, chafing parts of my body, and giving me one more thing to hang to dry then wash.

I'm not convinced it's ever valid. Wicking is better than a shirt that just absorbs the sweat but I fail to see how it could improve perspiration. I think there's a reason no one has linked these "studies".
