To be eligible for elite entry or prize purse at any Monumental Event, an athlete must:
Not be currently serving a suspension for use of a banned substance
Not have ever served a ban for use of performance enhancing drugs
Not be represented by coaches and/or agents who have had 2 or more athletes receive such suspensions in the previous 4 years
Not be represented by coaches and/or agents who ever served a ban for use of performance enhancing drugs during their own athletic career
Provide proper documentation proving they are eligible for prize money (form W-9, W-8ECI or W-8BEN)
Consent to random drug testing according to the standards and procedures of USATF, USADA and WADA

She actually accepted a doping sanction after she tested positive for Carboxy-THC, a urinary metabolite that shows up when you've consumed pot. So there's lie number one for you - clearly she's been tested.
Also, lumping someone who busted for weed in the same category as someone who actually doped is bogus and you know it.
Back on topic, Philly letting Mary race is BS and the race directors should be called on it
She was also booted out of Nell Rojas training group for suspicions of doping. She was a liability to Ric Rojas and Nell in the event she gets popped again.

Those are interesting rules. If all races had that, Kipchoge couldn't compete currently (until Rutto's ban from April 2019 will be over four years ago), and Gatlin wouldn't have been allowed back to Worlds and Olympics after his ban, for example. Not to mention countless Rosa athletes!
I believe akor served her time. Although she races in Mexico, where there is no testing. When she got popped, she kept the prize $, which should have rolled down prize money to my wife (4th) . That's why now usually you do not get it on site
In the locked thread about cleaning up the sport I would post that the best way to clean up the sport is to permanently ban after the first offense. It is too bad they don't. I'd also require back pay of all prize money won since you can never know if the cheater got away with it in the past.
