Milesplit MD just published their MD HS XC power rankings. I don't think that they're typically accurate - during my team's best year in the last 5 years, we were constantly ranked behind teams we beat - but their rankings seem decent this time. I think the top 3 teams in state, in no particular order, will be Severna Park (deep and returning a fair amount, they also always seem to get a good 5th toward the end of the season), Loyola (running 70 mile weeks makes them strong for XC) and Calvert Hall (mix of depth + talent). Individual I think Camacho-Bucks will (easily) be the best runner in the state, since he was 13th or 14th at Eastbay last year, but behind him could any one of Butler/Davis/Dailey. I also wouldn't be shocked if there are a couple of formerly good freshman who take a huge jump, but that's too unpredictable
